Albanian control system of an EMS/Transmission System Operator launched by Italy’s ABB

Albania’s Prime Minister Sali Berisha attended the inauguration of the new TSO control, SCADA / EMS Dispatch Centre. This is one of the most important projects of the Transmission Operator, worth 17 million euros and is realized by the Italian company ABB. Through this project modernize 14 substations TSO 6 HEC owned KESH Distribution Substations and 25. Brain Project New System SCADA / EMS is focused on control room Dispatch Center.

This system enables the control and monitoring in real time by the National Power System Dispatch. Enables its operation optimally functioning by increasing reliability and quality of electricity service and optimizes the sharing of hydro reserves Drin Cascade, with other sources of electricity generation and exchange with neighbors.

This system is an indispensable tool for operation in the regional electricity market, for which the Albanian government has taken appropriate efforts at European Union institutions. System also enables receiving and sending data in real time with neighboring systems which related TSO Interconnection. Putting into operation of this project is a necessary condition for the operation of our power system in synchronous parallel with the European network of transmission in accordance with all technical requirements and a condition for membership of the European TSO Network of Transmission System Operators for Electricity (ENTSO-E).

Investments in OST and APC were 770 million euros, for TSO are investing 240 million euros, of which 220 million euros are loans from international financial institutions and 20 million euros by the TSO. While the AEC are investing 530 million euros.
Premier Berisha acquainted with the work that specialists do all the time in command of the center hall dispatcher Albanian energy system, from where the entire command of the plants, substations on the 110 kV network.

Premier Berisha considered this investment as a masterpiece and a radical transformation of the system of command and control. Without question, – said the prime minister – this is a great opportunity to all potential optimization. The Prime Minister appreciated the Albanian side of the work done, and expressed special gratitude to the Italian government for investments it has made in Albania, although this time not spent a good economic moment, but that has not prevented the Italy friendly discontinue investments in Albania.
